HMEL, AIIMS Bathinda join hands to bring doorstep healthcare to 59 villages

Bathinda: HMEL, Guru Gobind Singh Refinery has partnered with AllMS Bathinda to launch a comprehensive integrated mobile medical unit and telemedicine project that will deliver medical services directly on the doorsteps of villagers.

Under the initiative, a memorandum of understanding (MoU) was signed on Monday between AllMS Bathinda and HMEL, through which 59 adopted villages in Punjab and Haryana will receive medical consultation diagnostics, medicines, specialist tele-consultation, and health awareness interventions.

The initiative is expected to benefit nearly 25,000 families, covering over 1,50,000 rural residents living in the vicinity of the refinery in district Bathinda and some adjoining villages in Haryana

The MoU was formalised in the presence of Prof Rattan Gupta, Executive Director, AllMS Bathinda, along with senior HMEL officials, including M B Gohil, Chief Operating Officer, and Ashok Kumar, Vice-President, Human Leadership.

As part of the project, two fully equipped mobile medical units will operate regularly across the villages. Each mobile medical unit will include an AMS doctor, nurse, pharmacist, and project coordinator, and will be equipped with diagnostic kits, primary treatment tools, oxygen cylinders, nebulizers, fire safety equipment, and essential medicines

Patient details will be recorded through a digital health record system to ensure continuous follow-up and effective treatment monitoring. Villagers will receive primary healthcare, and serious cases will be referred to AllMS Bathinda or the nearest govt hospital through a structured referral mechanism. A dedicated patient feedback and grievance system will also be part of the service delivery, said an official spokesperson.

A highlight of the programme is the telemedicine facility, through which rural patients will be connected to specialist doctors from AllMS Bathinda in departments such as cardiology, orthopedics, gynecology, pediatrics, general medicine, and psychiatry These tele-consultations will run on a fixed day-fixed time-fixed site model, ensuring reliability and consistent access to expert care. All telemedicine sessions will be digitally recorded for monitoring and review said the spokesperson

To further strengthen community health awareness, the HMEL and AllMS will conduct IEC and BCC activities with active participation from ASHA workers, school students, teachers, and panchayat representatives Additionally, eight mega specialty health camps will be organised during the project period enabling screening, specialist consultation, and medicine distribution by AllMS doctors.

Financial support for the project will be released in four phases based on progress and outcome reports. By integrating mobile medical units, telemedicine, and specialty health camps, the project ensures that quality healthcare reaches every village doorstep making medical services more accessible and impactful for rural people, the spokesperson added.
