Mr. Rajeev Parmar leads HMEL’s new and ongoing projects. He has more than three decades of experience in the execution of greenfield Refinery, Petrochemical projects, Ethanol Plant, Stainless steel industry etc. in India & Europe.
Mr. Parmar has been associated with HMEL since its inception in 2007. He was the key member of the execution team for the 9 MMTPA grassroot refinery, expansion project to 11.3 MMTPA, downstream polymer units of 1.2 MMTPA Petrochemical Complex and 300 KLPD 1 G Ethanol plant. Even prior to that, he was involved in the project from its earliest stages, including land acquisition, during his tenure with Hindustan Petroleum Corporation Limited (HPCL). He led the team at the Bathinda site, playing a pivotal role in developing the entire infrastructure required for the 9 MMTPA grassroots refinery and securing all necessary approvals for its successful commissioning.
He also served as the Chief Technology Officer and Head of Strategic Development Projects at APERAM, a leading stainless steel manufacturer based in Genk, Belgium, from September 2023 to March 2025.
He holds a Master of Engineering (with Honours) in Earthquake Engineering from IIT Roorkee, and a Bachelor’s degree in Civil Engineering (with Honours) from Bangalore University. He has also completed several professional certifications, including a Culture-Based Safety course by the British Safety Council (India), Project Management Methods from Universitas 21 Global (Singapore, online), and an Executive Leadership Program from IIM Ahmedabad.
