Mr. L N Mittal pledges fresh investment during the Progressive Punjab Investors Summit 2026

Speaking during the Progressive Punjab Investors Summit 2026 on March 13, 2026 at Mohali, Mr. L N Mittal said that HPCL-Mittal Energy Limited (HMEL) will invest Rs 2,600 crore in the specialty and fine chemicals sector in Punjab. On the occasion, Mr. Bhagwant Mann, Hon’ble Chief Minister, Punjab, Mr. Arvind Kejriwal, National Convener, AAP and Mr. Sanjeev Arora, Minister for Industries, Punjab and other leading dignitaries were present. He also said that, HMEL has entered the fuel retail market and aims to open 500 retail outlets across the country in the first phase. Referring to HMEL’s Guru Gobind Singh refinery in Bathinda, he said Rs 60,000 crore has been invested so far, making it the biggest investment in Punjab. Mr. Mittal emphasized that a large downstream industrial ecosystem can be developed around the refinery and petrochemical industry in Punjab, which can create extensive opportunities for plastic processing, specialty chemicals, packaging, auto components, textiles and other manufacturing units.
