Prabh Das - MD & CEO

Mr. Prabh Das is a B. Tech (Hons.) from IIT, Kharagpur. He has also completed his Master of Business Administration from Southern Cross University, Australia. Mr. Prabh Das is originally from the Indian Administrative Service and has over 25 years of vast, diverse and wide-ranging experience in administration and management.

Prior to joining HMEL, Mr. Prabh Das worked as Joint Secretary in Ministry of Petroleum and Natural Gas from 2003 to March 2008. Mr. Prabh Das was in charge of the Refineries Division and was instrumental in implementing the Auto Fuel Policy, Strategic Storage and New Initiatives in Oil Diplomacy. He led the transformation of the domestic refining sector which included strengthening refining capacities, improving refining operations, safety aspects and introduction of new technologies.

During his tenure in the ministry, he was on the Board of fortune 500 companies such as Indian Oil Corporation Ltd. and Hindustan Petroleum Corporation Limited. He was also on the Board of Mangalore Refineries and Petrochemicals Ltd., Chennai Petroleum Corporation Ltd. and Engineers India Ltd.


Harak C. Banthia - CFO

Mr. Harak C Banthia is the Chief Financial Officer of HMEL. Mr. Banthia comes with over 28 years of extensive experience that includes 16 years of international experience in mergers and acquisitions, finance, commercial and management of various companies. He joined HPCL- Mittal Energy Limited on 1st April 2011.

Prior to joining HMEL, Mr. Banthia served as the Chief Financial Officer/VP Finance for the L.N.Mittal Group which he joined in April 1995. He was associated with the Group’s steel, oil and gas businesses and has worked in various global regions. In his initial years he worked with Lovelock Lewes (member of Coopers & Lybrand) for seven years in the domain of audit, tax and computer assurance.

Mr. Banthia is a rank holder Chartered Accountant with a Bachelor of Commerce (Honours) degree from St. Xavier’s College in India.


AS Basu - Head of Refinery

Mr AS Basu, a graduate Chemical Engineer, is Head of Refinery Operations. In his capacity Mr Basu is responsible for safe, reliable and optimised operations of the Refinery.
Mr Basu brings with him over 30 years of experience of working in Operations, Technical Services, Production Planning, Energy Conservation and HSE functions of Indian Refining Industry. His achievements include identification of process improvements, implementation & commissioning of Projects.
Prior to joining HMEL, Mr Basu was heading Chennai Petroleum Corporation, a Group company of Indian Oil Corporation.


Krishan Tuteja - VP – Operations

Mr. Krishan Tuteja is the Vice President Operations. In this capacity he is directly responsible for managing the entire operations of all the units of the Guru Gobind Singh Refinery, Bathinda. He brings with him over three decades of experience having handled various roles and profiles in the refinery sector that span across corporate planning, energy conservation, production and planning, safety and audits, technical services and commissioning activities.

Prior to joining HMEL Mr. Tuteja has held various positions at the Gujarat Refinery, Encon and Indian Oil Corporation’s – Panipat Refinery. He was a member of the commissioning team of the Panipat Refinery.

Mr. Tuteja holds a Chemical Engineering degree from Punjab University, Chandigarh.


V Anantharaman - VP- Finance

Mr. V. Anantharaman is a, ACA. He has 23 years of experience in various finance functions. He has worked for Hindustan Petroleum Corporation Limited in various areas such as Refinery, Bulk Oil Terminal, Internal Audit, Corporate Finance etc. He headed the commercial function of two of HPCL’s major business lines – Industrial fuels & LPG. He has been the Financial Controller and the Chief Risk Officer of Hindustan Petroleum Corporation Limited.


Ashok Kumar - VP – Human Leadership

Mr. Ashok Kumar is a Post Graduate in Industrial Relations & Personnel Management. Mr Ashok started his Career with M/s National Hydroelectric Power Corporation Ltd. in 1981 where he served in various HR functions in different capacities. In 1996, he joined Samtel, a leading Television & Monitors Picture Tubes manufacturer as Divisional Manager and Head of HR. In 2001, He joined LG Electronics and worked with them as Sr. GM - HR before joining HMEL in 2008. He holds a unique experience of establishing complete HR and Performance Management systems and help in building a Performance driven culture in newly established companies in India. Aligning the mind-set of employees drawn from a large number of companies within a short span of time and building a strong team to achieve organisational goals has been his other achievements. He holds a varied experience of having handled Industrial Relations and Human Resource Management in large organizations with diverse cultures. He has presented papers on a number of Topics in Global HR Conferences in India and abroad.


Sanjeev Malhotra - VP – Treasury

Mr. Sanjeev Malhotra is the VP – Treasury. In this capacity, he handles the strategic portfolio in areas related to project finance, capital markets and risk management of the organisation. He brings with him an enriching experience of close to three decades in the oil and gas industry. He has successfully brought in the financial closure of the 9MMTPA Guru Gobind Singh Refinery, the SPM, COT and the 1017 km cross country pipeline from Mundra to Bathinda.

Prior to his present assignment, he was associated with Hindustan Petroleum Corporation Limited (HPCL) as zonal finance head (south zone and north zone) where he was associated with various marketing projects providing strategic direction for growth. He has served as the General Manager of Mangalore Refinery & Petrochemicals Ltd. (MRPL) having discharged a responsible role during the expansion phase.


Ramesh Chugh - VP – Technical

Mr. Ramesh Chugh holds the position of Vice President – Technical Services. In this capacity he is responsible for Process Engineering, Monitoring, Optimization & day to day trouble shooting of Process Units. He is responsible for implementation & maintenance of Advanced Process Controls, Energy Conservation and GRM Improvement Projects. In addition to being overall in-charge of Product Quality Control, he is responsible for Environmental Monitoring and compliance to laid-down norms.

He has over 32 years of wide industry experience in the areas of Process Engineering, Production Planning, Energy Conservation, Advanced Process Control, Quality Control, and HSE & Unit Operations. Prior to joining HMEL, Mr. Ramesh Chugh was working as General Manager (TS) at Barauni Refinery of Indian Oil Corporation Limited, a Fortune 500, Maharatna Company of the Govt. of India. He has the unique distinction of having worked at 5 major refineries of IOCL in different capacities viz Gujarat, Mathura, Panipat, Haldia and Barauni Refineries in addition to two tenures at IOCL, RHQ New Delhi.

He has many achievements to his credit. He was instrumental in implementing Advanced Process Controls at Gujarat, Panipat & Mathura refineries. In addition to the economic study on change in RON specifications post Ethanol blending and low cost revamp of CCRU at Mathura, he was the lead author of the Corporate Report on strategy for transportation of Euro-IV grade fuel through multiproduct pipelines which was highly valued and shared across the industry for implementation by the Ministry of Petroleum and Natural Gas.

Mr. Ramesh Chugh holds an Honours degree in Chemical Engineering from the Birla Institute of Technology & Science, Pilani (Rajasthan). He successfully completed an Executive Threshold Management Course from IIPM, Gurgaon conducted by IOCL in association with IIM Ahmedabad.


Ian Thorpe - VP – Health & Safety

Mr Ian Thorpe is Vice President Health and Safety. He joined HMEL in 2010 during the refinery construction project and led the setting up of HMEL’s health and safety systems and procedures including fire and emergency response plans. He continues to lead the development of these and the safety culture of the company in line with international best practice standards.

Ian is a UK national who worked in operations in the chemical industry before moving into health and safety over 25 years ago. Prior to joining HMEL he was a safety consultant doing work in the UK and internationally, including auditing of Indian companies. He is a graduate chemist with an MBA and an MSc (with distinction) in occupational health and safety management, all from UK universities.

Tapash Pramanik - VP-R&D and Innovation

Mr Tapash Pramanik has over 35 years of experience in the Oil and Gas/ Refining business. He has competencies in varied fields such as Process Technology identification and selection for Refinery and Petrochemicals units, Process engineering, Production planning, Project planning and Development, Preparation of feasibility reports, Pre-commissioning and commissioning support, Plant operation, Troubleshooting of refinery units, Environmental management, Energy management and Quality control strategies.

Presently, he is responsible for planning, development and execution activities for new projects at Guru Gobind Singh Refinery.

Before joining HMEL, he had a long and distinguished career in Hindustan Petroleum Corporation Ltd., where he has worked in various locations such as Mumbai Refinery, Visakh Refinery and Corporate Office. During his stint at HPCL he has made substantial contributions to the development of the Punjab Refinery Project. In addition, he has made significant contributions to a number of projects like Lube Refinery Expansion Project, LPG Bottling Plant Project, Sulphur Recovery Unit, Fuels Refinery Expansion Project, FCCU Revamp Project, Propylene Recovery Project, DCS Project Diesel Hydrodesulphurisation Project etc .He was General Manager Projects at the time of leaving the services of HPCL.

Mr Tapash Pramanik joined HMEL in October 2008. He holds a B.Tech (Hons.) degree in Chemical Engineering from IIT Kharagpur. He also has a Diploma in Management Studies and is a Certified Energy Auditor.


Harendra K. Rajora - VP – Marketing

Mr Rajora has overall responsibility of marketing of all liquid products through HPCL and all solid products directly. He has extensive experience in various leadership positions as a senior executive in the petroleum marketing sector in India. He has worked in the petroleum industry for almost three decades, and his previous roles included stints in Essar Oil Ltd., Bharat Petroleum Corporation Ltd., and as Joint Director Planning in Oil Coordination Committee. He also worked in Ethiopia with EPE (Ethiopian Petroleum Enterprise) in coordination with Petroleum India International as a leader for the EPE restructuring consultation team.

In 1979, he completed his B. Tech. degree from Indian Institute of Technology Delhi, and in 2001, he finished a rigorous executive level 3TP Management program from the Indian Institute of Management Ahmedabad. He has also attended various other management/ marketing courses, including a stint in Oxford University to learn more about logistics in a global sense.


Manu Sehgal - VP - Strategy & Feedstock Supply Group

Mr. Manu Sehgal is the Head of Strategy and Feed Stock Supply function of the Company. His key responsibilities include Strategy, Crude and Feed Stock Procurement, Planning, Naphtha Exports, Shipping and Associated Risk Management Activities.

He has wide ranging expert & apex level experience of about 25 years in oil industry. Prior to joining HMEL, he was Additional Director at Petroleum Planning & Analysis Cell of the Ministry of Petroleum & Natural Gas deputed from HPCL. While working with the Government he contributed in issues of deregulation, refineries, crude pricing & allocation, pricing of petroleum products, subsidies & burden sharing, auto fuel policy and refinery tariff protection.

He has played a significant role in the deregulation of the oil Industry and post deregulation mechanisms. He was part of both the Expert Technical Groups that recommended deregulation. In HPCL he handled transition of pricing systems from APM to free markets, set up systems covering pricing of all products – fuels, lubes and specialities. During his earlier tenure in Oil Coordination Committee spanning over 5 years he contributed in fixing costs and margins of virtually every refinery in the country, key marketing companies, shipping companies, fractionators , dealers & distributors for two consecutive pricing cycles 1990-93 & 1993-96. Prior to joining HPCL he worked with with C. C. Choksi & Company.

He joined HMEL in 2008 and initially worked as Executive Assistant to MD&CEO while helping him with the project, procurement, policies and organisational matters. In 2010 he set up the Strategy and Feed Stock Supply Group in HMEL to coincide with refinery operations.

Mr. Sehgal did his schooling from St. Xavier’ School, Delhi and is an Honours Graduate in Accounts and Commerce from Punjab University, a Chartered Accountant and Chartered Financial Analyst. He finished a rigorous Senior Management level 3TP Management program from the Indian Institute of Management, Ahmadabad in 2007.


M. B. Gohil - VP - Petrochemicals

Mr. Gohil is responsible for managing the execution of HMEL’s upcoming Petrochemical Project at Bathinda.

A graduate in Chemical Engineering from IIT Bombay, Mr. Gohil started his career with GAIL (India) Limited in 1986. During his career spanning over three decades with GAIL, Mr. Gohil held various positions in the Gas Processing Units, Petrochemical Complex and Corporate Functions of GAIL. He was associated with GAIL’s Petrochemical and Gas Processing Projects from concept to commissioning.
Prior to joining HMEL, Mr Gohil was Executive Director (Petrochemicals) and was heading GAIL’s Petrochemical Complex at Pata, Uttar Pradesh.


Dr. Henri Braun - VP-Operational Excellence

Dr. Henri Braun is responsible for overseeing all operational improvement programs including Process Safety Management, Equipment Reliability, Asset Integrity and Technical Training. He has over 35 years of experience in the global Refining, Olefin and Polyolefin Industry.

Prior to joining HMEL, he worked at senior positions in British Petroleum, LyondellBasell, BASF in production, commercial and R&D related functions. He was the Managing Director of Shanghai Ethylene Cracking Company (SECCO) in Shanghai.

He pursued his Doctorate in Electrical Engineering in Aachen (Germany).


Shailesh Patwa - VP-Contracts & Procurement

Mr. Patwa leads the Contracts and Procurement functions of HMEL along with Warehouse and Logistics Management. He is responsible for material management for HMEL Projects as well as Refinery Operations. He has over 27 years of extensive experience (including eight years of international experience) in Finance, Accounts, Internal Audit, Risk Management, Financial Controlling and Contracts and Procurement.

Mr. Patwa joined HMEL on 1st April, 2008 and began his stint with leading the Procurement for the Guru Gobind Singh Refinery Project, followed by setting-up and heading the Risk Assurance Department while taking care of Contracts & Procurement of the Refinery Expansion Projects.

Prior to joining HMEL, Mr. Patwa worked with the L N Mittal Group, which he joined in September 1997 at Indonesia and moved to Germany in 2003, handling the Internal Audit and Financial Controlling areas respectively.

He is a Chartered Accountant with a Bachelor of Commerce (Honours) degree from University of Jodhpur.

Pawan Kumar Agarwal - VP – Pipelines

Mr. Pawan Kumar Agarwal is the Vice President-Pipelines. In his capacity, he is directly responsible for ensuring the total operation of Single Point Mooring at Mundra, the entire stretch of the 1017 KM Mundra – Bathinda pipeline.
Mr. Agarwal has over three decades of experience in the oil industry having handled various roles of Operations, Maintenance, Technical Services and Projects. Prior to joining HMEL he was with Indian Oil Corporation Limited (IOCL) where he started his career. He has worked at many locations of the Pipeline Division in Indian Oil Corporation Limited. While in IOCL, he has been instrumental in de-bottlenecking and optimizing throughput of various crude and product pipelines, upgrading product pipeline operations, updating mainline and cathodic protection maintenance. He oversaw the complete construction of the main pumping stations of the Kandla-Bathinda Pipeline and Viramgam-Chaksu Pipeline. He also started and commissioned the Bijwasan-Panipat Pipeline project and integrated offshore, the SPM installation project at Paradip. He has also provided pipeline operation training to M/S Oil India Limited and assisted in the preparation of Operation and Maintenance manuals to M/S Greater Nile Petroleum Operating Company, Sudan.

Mr. Agarwal is B.Tech. (Hons) in Electrical Engineering from Pantnagar University and has an M.Tech degree in Management & Systems from IIT Delhi.


Sidhartha Tyagi - Company Secretary

Mr. Sidhartha Tyagi is an Associate member of the Institute of Company Secretaries of India and holds a diploma in tax laws with distinction from Indian Law Institute. He has close to a decade’s rich experience as a Company Secretary. In this role, he has been assisting the Board and senior management in handling the Corporate Affairs of the Company. He facilitates meeting of the Board and sub-committee of the Board and acts as a coordinator amongst various departments and Board alongwith the strategic investors of the Company. As the Company Secretary he has been responsible to align various management functions with company policies, ensure compliance of all applicable laws and act as a channel of communication between various stakeholders of the Company viz, Shareholders, Board, Bankers, Government Regulators, Auditors, Consultants etc.. He has had a wide exposure to the secretarial and regulatory assignments, corporate law matters, ensuring corporate governance, finance & treasury functions etc.

He has worked for Hindustan Petroleum Corporation Limited (HPCL) and has been associated with the Guru Gobind Singh Refinery since inception. He has been instrumental in the execution of the Joint Venture (JV) of HPCL and Mittal Energy Investment Pte. Ltd, Singapore and creation of the JV Company HPCL-Mittal Energy Limited.
